When your going up towards target there is an empty lot to the left, walk all the way down to the fence. Once you reach the fence go to the right hand corner of it. We're the once that mad the whole back in 99.

Me and my friends went in here a bunch of times about 2 years ago. We weren't playing around when we did this, we took bolt cutters and replaced the lock on the door with our own lock, we were able to go in the door and close it behind us and people outside i.e. patrols, percieved it as noone being in there. There are motion sensors in the front of the building as well as inside, so it's best to go at a time when they wont give you away. The back of the building is not equipped with motion sensors so it is best to enter that way and use the door on the left side, facing DCF.

Undercliff Institution Meriden CT Update
Here is another reason why people should ask for permission to due a ghost investigation. Three teens were seriously hurt and found trespassing in Meriden’s Hubbard Park area after being chased by police from the nearby Undercliff Institution. The teens were found around 12:45am on Wednesday July 21, 2010. When state police showed up at the institution “which is clearly marked No Trespassing” the teens were said to have took off running. They eventually ran off a nearby cliff and were injured.
A Meriden police officer told WTNH news channel 8 that the boys may have considered themselves amateur ghost hunters. All three teen were taken to nearby Midstate Medical Center for minor injuries, and then all were charged with Trespassing.
The moral of this story: think twice about entering this place or any place like this. If you do not have permission you will either get caught injured or both…

Well I was there on OCT 1 2011 and that place had its creepy moments but thats coming from someone who doesnt believe in the supernatrual. I am upset manily because the basement in the main building is flooded and there is no possible way to get into it, kinda reminds me of a scene from titanic movie with the stairway all flooded except that water has got to be nasty and toxic liquid asbestos lol...Umm didnt see nor hear anybody or thing unless they are good with hiding but i went with a group of 6 and the best way to get into the building is off the east side in the back small window to fit through trust i'm 6'1 with big shoulder so be prepared...bring a few flashlights cause even during the day its really dark inside and a respirator or at least a bandanna to cover your face because after walking around kicking up that shit has got to be bad for the health. The auditorium was awesome burnt to crisp but really cool to see. One room there is still a examining table there add's to that ere feeling..
